REACH EC 1907/2006

What is REACH ?

REACH is a new European Community Regulation on chemicals and their safe use (EC 1907/2006). It deals with the Registration, Evaluation, Authorisation and Restriction of Chemical substances. The new law entered into force on 1 June 2007.

The aim of REACH is to improve the protection of human health and the environment through the better and earlier identification of the intrinsic properties of chemical substances. At the same time, innovative capability and competitiveness of the EU chemicals industry should be enhanced.

The REACH Regulation gives greater responsibility to industry to manage the risks from chemicals and to provide safety information on the substances. Manufacturers and importers will be required to gather information on the properties of their chemical substances, which will allow their safe handling, and to register the information in a central database run by the European Chemicals Agency (ECHA) in Helsinki.

The Regulation also calls for the progressive substitution of the most dangerous chemicals when suitable alternatives have been identified. For more information read: REACH in Brief.

Polymer substances (whether on their own or in articles), are exempt from registration. However, REACH requires EU manufacturers and importers of monomers to register these with the ECHA. Moreover, a manufacturer or importer of polymers is only obliged to submit a registration to ECHA for the monomer substances or any other substances contained therein, that have not already been registered by an actor of the supply chain, if both the following conditions are met:

Exemptions: Non-Community manufacturers of polymer substances are themselves not subject to any of the registration obligations, but they will need to rely on the EU importer(s) to do so, or else appoint an "only representative" within the EU to fulfil the registration obligations.

OLTCHIM is committed to comply entirely with REACH requirements.
We pre-registered all the substances included in our production range.
OLTCHIM will register all the products according its clients end-uses, within the terms stated by REACH regulation.

Attached are the pre-registration submission reports for all the phase-in substances manufactured by OLTCHIM. PVC is classified as polymer, thus under REACH regulation is not subject to pre-registration/registration, but only it raw material the vinyl chloride (VCM).
Also the polyether polyols for flexible foams, the diol polyether polyols are classified as polymers, so they are not subject to registration.
